I've decided that Kara is from the 80's. 1985 like it says in the 'Crisis on Infinite Earths' comic.But then like.... time shifted after the Crisis. Which allows for the 'Crisis' to have taken place in 1999 like it says in the unauthorized chronology of the DC Universe ---> here

3 personal canon facts about pre-crisis Kara
1. She likes to bake. Quiches and pies and lovely savory things. She loves how they taste, deep, rich and hot. It’s wonderful compared to the bland food of Krypton. (although sometimes she yearns for the horrible food her mother would subject them to. Her mother REALLY couldn’t cook. But no-one had the heart to tell her.)
