You're correct, and quite logical at that. ; )
The Time Lords controlled the regeneration limit, it's not a biological limitation. Without the laws enforced on Gallifrey, the Doctor is free to regenerate as many times as he chooses.
*MINDLESS EXCITEMENT* I wonder if RTD/Moffat have a roundrobin type agreement for continuity (assuming they have any such thing) and just live with each others changes, or do they actually talk about these things? DO THEY SHARE SPOILERS!? LOL.

Seriously, they're a pair of fanboys. They probably have shrines in their homes to Doctor Who and other sci-fi. And every time one of them gets a new piece, they photograph it and send it to the other.

For the record, as stated by someone else in these threads, there is no real biological limit to regenerations. Time Lords put restrictions on regenerations of their people for population control purposes, because obviously if they allowed their people to live forever, new births with no deaths would eventually cause overcrowding of the planet. The Master himself burned through his 13 regenerations before the start of the new series in 2005 and yet somehow he was still around to torment the 10th Doctor. It's possible that with Gallifrey gone, the restrictions on the Doctor have been lifted.

For some reason this has got me wondering if the story's an AU.I doubt it would be an alternate universe story if they're going to use the episode to cover canon information like the Doctor's regenerations. I think RTD stated that he continued the story as if we never knew what happened to Jo after she left. In other words
