this may be stupid, but it's an idea. it would be based on altruism and may or may not work, but here it goes

I say go for it.

You would need some way to defray the costs of web-hosting and the time spent building the registry for all this, of course. Targeted advertising on the site makes sense for that. If the idea gets popular, there's a possibility that the advertising revenue could generate enough to allow you to provide incentives for people to participate, like weekly or monthly prize drawings, or the like.
