Summary: Hitsugaya holds an Membership Drive for the City Watch
The Log:
The aftermath of the dealings with that ghost had left Hitsugaya with only a sense of restlessness. The fact that almost no one in Discedo had even cared to try and defend their companions and friends didn't sit right with him, which was the reason he was doing this now. A City Watch would at least keep the monsters at bay, and offer some kind of protection for the unwilling citizens of Discedo. He'd do it alone if he had to, but he'd wait for a bit, to see if anyone else would come to the same conclusion as he had.
