Hans needed order, he needed structure and he needed balance. These were the things that made him feel at ease. He was a born and bread bureaucrat, and tending to things like keeping organizations running made him feel safe. The lack of activity from the police concerned him, but this project of a watch had peaked his interests. It didn't sound too much different from the knights back home, and though he had little to do with their organization, they had worked under the committee, which had placed him in a working relationship with them.
He arrived at the police station early, though it had taken him a while to get there. Sadly, as an administrator his skills at fighting and defense had never needed to be very good. He was only capable enough to help Annie when she would go and forage.
"Is this the right place for the watch project?" He spoke up, slight hesitation in his voice that he suppressed.
[SUP BITCHES- I mean. Leon had heard about this City Watch thing over the network- sounded pretty much like what the force used to do when he'd been around, before people started leaving left and right, before things fell apart. Leon wasn't exactly happy about that and wondered what had happened. From the looks of things, too many lawyers and not enough muscle.
Well, at least somebody was making an effort to change that. So here Leon comes, strolling into the Police Station, glancing around at the derelict building with a hint of nostalgia. Ah, the fond memories of throwing countries in jail. Good times, good times.
Oh, and he's not limping a bit. Not at all. Ignore the bandages.]
Jeez, been a while since I was in here...it's as much of a dump as ever.
[Well hello, Mr. Man with a Limp and bandages. See the eyebrow raise from Hitsugaya at the sight of you? He's not sure what to think, what with his hands full of stuff to move around.]
Chie'd kept up her habit of stopping by the police station building pretty regularly on her daily rounds. Even if the force wasn't exactly together anymore, there was no reason for her to give up working toward keeping things in order. There were still monsters to fight off and people to protect, right? And swinging by the building felt comfortable - grounding, in a way, like heading down to the Samegawa after school had felt back home in Inaba.
She'd somehow missed the message on the network about the meeting, so she wasn't at all expecting to run into other people inside the station.
"Wh-" She heard noises that sounded like movement and voices from nearby, and came to a dead stop, muscles tensed, ready to spring into action, if necessary. "Who's there?"
Hitsugaya simply stepped into her field of vision, arms crossed in his sleeves and a nonchalant look on his face. He knew that kind of posture, but he wasn't phased.
"Organizing the area." Try as he may, he couldn't help the note of annoyance that seeped into his voice. Whoever had the place last hadn't really cleaned up. He looked back at Chie, giving her a look.
It had been awhile since Tobias had visited the station proper. The structure was a familiar landmark amidst a sea of the unfamiliar, even if it was empty.
Granted, there had been a clown of questionable sanity living on it before. That had kept the hawk away for awhile.
...but it seemed like he was gone.
And someone else had taken up residence here, or at least looked the part. There was activity inside, and from the recent entries on the frequencies, for a purpose.
Tobias landed on a ledge near the door, folding his wings and sitting comfortably.

Thoughtspeech was incapable of carrying emotion, either of a threatening nature or a nonviolent one. It was on an open channel, too--"audible" to anyone in earshot.
Being a Shinigami, Hitsugaya was used to seeing and hearing strange things. However, when the voice rang inside his head and there was only a bird nearby, he barely managed to surpress the instinct to jump like he'd been stung.
Having just narrowly escaped the hospitals protective nurse unit, Souji had managed to make it to what appeared to be the police station. Dressed in full Shinsengumi attire, he poked in quickly adjusting his head band as he looked around. He then sighed....giving a somber face.
"It looks to be empty."
What Souji didn't know was that the police station was actually next door.
Having come out to get some relatively fresh air, Hitsugaya frowned as he saw the man in what appeared to be a uniform head into the empty building next door. With quiet steps and a frown on his face, Hitsugaya walked up behind the man.
Souji looked up curiously at first them smiled and nodded.
"Indeed, I heard a rumor of some sort of guard forming here...I was looking to talk to the organizing leader behind the operation should the rumors be true."
