Yes, and most impressive.

I see that bondbirds don't count. Or do they? Maybe it takes a little to happen. They live around magic, you see, and are a little immune to it.

Are they sentient? It only works on creatures that can form and comprehend logic. If not...well, they'll stay animals.

You see, I'd hate to take something that doesn't know how to be human and force it to be so. I'll do that when I'm feeling nasty and cruel.
