Asking the community about crime and punishment

On the bulletin board is tacked a sign: In order to assess the opinions of the members of this community about how to handle crime and punishment in this community, I have put together a survey. Please complete it and let your opinions be known. There is an arrow pointing to a table just beside the board

By "criminal's peers" I mean that only wizards can judge wizards, elves judge elves, etc.

Spade looks over the poll, raising an eyebrow. "You realize what this amounts to?" he asks, rough voice mild but unrealing.

"A government?" He knows the implications he thinks, but he doesn't feel that the community at large would go for it. This was just asking for information.

"At least part of one. You'll need cops and judges, besides whoever carries out the punishment. Doubt my nosy investigations are gonna satisfy everyone."

"We need something." He sighs. "I'm just asking the community what it wants. If it wants all that, or this, then we'll all find a way, won't we?"

Paul strolls over, picks one up. "Interesting. And who are you proposing to institute as the central authority? Yourself and your friends, I suppose. That's how revolutionaries always are. It starts off so philanthropic, protecting people from criminals, but soon you'll be the criminals, picking off people because you don't like them or simply because they object to your tyranny." He smirks, sarcastic. "And here I'd become rather fond of the exquisite, almost utopic anarcy of this place." Bending over the table, he signs his name with a flourish and drops it into the box. "Count me in on the regime. Sounds fun."

"We haven't actually attempted an answer to that question yet, sir. This is just gathering information on what people want."

"Pity. Well. When you do." Paul smirks, looking him over. "You look the type, after all."

"The type for what?" Gideon asks.
