And he did, carrying out these plans and what he believed to be The Chief's will...all the while, his sanity and his intentions kept corkscrewing further into the abyss until he was about to blow up the city they're overlooking.
Whoever said the entity in charge of the universe didn't have a twisted sense of humor?
The twisted humor the universe was not under any kind of debate as far as Rita was concerned. She'd seen the havoc wreaked by fate too often to discount the role of a dark sense of the comedic in many of its aspects.
When she finds Steve pouring over the briefcase she hesitates for a moment, watching him work for a few seconds of nostalgia before resting her hand softly on his shoulder.
And Cliff? This is the happiest he's been in... well, pretty much ever. The Chief, Rita, even Larry. He's missed them all terribly. He saw the sign, of course, and he's actually even happy to follow it.
Going through the years of reports disturbs him. They've been dead a long while. But there are some events which are more disturbing than others.
Reports that he had survived the blast? He came out of hiding, and denied marrying Arani? He claimed to have created the Doom Patrol by creating the "accidents" that made them?
All those claims are untrue, of course. He frowns. There's likely only a single logical explanation for that. A clone.
Of course Immortus had genetic samples of him. Of course he would use a clone to attempt to gain access to Caulder's data.
Cliff knew that alternate being. He should talk to him.
Taking a brief break, he wheels himself out into the common area, to see who has arrived.
The Smiling Superhero waves a hand to the oddly younger Chief (who he has never met but why should that stop him?) and pushes up from his seat on one of the couches in the common area.
"Hello there!" says the muscleman, recently of Utah, San Francisco, Evergreen City and Gorilla City, as he extends a pefectly-muscled hand to the Chief. "I met you before except I don't think I did."
The Chief takes the offered hand and shakes it. "We haven't met, no," he says. "I'll explain once we have the group gathered. Thank you for your assistance with the earlier incarnation of the team, and thank you for coming today."
Flex smiles at the man and takes his seat again before standing up as if he remembered something, "Danny couldn't be here..." he gestured at a wall which looked a tad small to house a street, "So he sent this." Flex flexes and from behind a small fold in Everything, a small pink box appears.
"It's a cake. I hope you don't mind rum and chocolate flavour."
Mento puts the briefcase on the table and slides it over. "They're yours. I spent fifteen years carrying out what I thought were your wishes, and they damned me. Take them back."
The Chief takes the case back. He... has things he could say to Mento. Things about the contents of this case, and what he learned Steve did after their death.
But recriminations, particularly in front of the whole team, will do nothing. He can only hope that Steve has learned his lesson.
Hope... and pray.\
There is no way to address the rest without simply diving right into this. The rest of them may have ideas of what happened, of course, though he suspects Rita hasn't heard any of this yet.
"I died. With the rest of you, at the island. There was no 'shield' which protected me -- if I had such technology, don't you think that I could have shared it with all of you?"

Once, Niles trusted him with these should the Patrol be killed.

"Hello, gorgeous. Everything working okay?"
It's better to focus outward, he finds.

"So far so good. There's some little repairs around the place that could stand to be done but we'll get to them eventually."

"Apparently," he says to the gathered group, "we have things to discuss."
