They're usually not joking.

And then there's the fact that there's a world of difference between "jokes" that reinforce an existing power dynamic, and jokes that acknowledge the power dynamic exists while undermining it, or showing that only a moral cretin could accept it unquestioningly once it's been pointed out. (Louis C.K. has a "rape joke" that kinda works like that -- it's discomfiting, but funny. If you're curious, I think there's video online of the "rape hitler" routine...)
