Raivis doesn't bother sending an owl. He knows Ivan knows he'll be there. And, at eleven PM exactly, he is.

Soren, obnoxious though he may be, knows how to drill potions etiquette and all that into a partially unwilling student (in this case, Arthur Kirkland's) head. It makes the job much easier and gives him ample time to slip out moderately peacefully. Avoiding the Gryffindors still afflicted by his potion (such as Mister Jones)takes infinitely more patience than he finds he has but he manages, stopping short of the Grand Staircase somewhat winded. Then, he waits.
