It just made sense that maybe Kon could be brought back like Clark did. And of course Clark would want Tim to be one of the first to welcome Kon back, he's not stupid, he knows the boys like each other in the more than friends way.

"That's his default mode," is one of my favorite lines, and Tim and Kon is so freaking adorable in this one. you just want to cuddle them to death.
