I am not very good at this but I shall try and be useful!

Peacekeepers... castoffs, scraps, potentially pointing out that they aren't good enough for the Dai Li and are the leftovers.

Refugees... Debris. As in the Fire Nation destroys cities and the debris keeps ending up here. Also "What the boats dragged in."
