EDIT: I feel I should point out that Our Hero is a Lower Ring boy with authority issues, not a Dai Li fan. So I'd need something from the perspective of people who get screwed over by the City Guard.

"We have to stop him," he said.
- A name for the City Guard/Peackeepers of Ba Sing Se
- A derogatory nickname for the above.
- Insulting terms (other than Serpentbait) for refugees/immigrants to Ba Sing Se, especially if they're not wealthy.
