yes leisa we have email and text notification here too. i am referring to the inefficiencies of a) dep ed, b) pagasa - weather bureau, and c) schools.
there is no problem disseminating info. its the time. why wait for 4:30 am to decide? when the city was already flooded that night and the rain was not stopping. one look at the weather satellite and you could see the weather system/storm clouds were right on top of metro manila.
my point is, by 10pm the night before... we all kinda knew that classes would be called off.

I remember my grade school days, Mama would just decide, "you're not going to school today" ahead of the announcement. Now that my boys are in school, the principal tells the parents if it's too dangerous to drive to school, stay home (referring to snow and it rarely snows here in Vancouver!).
I agree though, it is annoying to have to wait until 5:30am for the news esp. when the weather makes you want to sleep-in.
