i'm pretty sure that is what he said... He also did training to be a tour guide at the AIS (which is of course, a government department) and wasn't paid until many weeks later - once he had proved his aptitude - and then wasn't paid penalty rates... 'the law' in the workplace seems to be relative and hard to enforce...
