Actually, Multnomah University USED to be Multnomah Bible College. Since they are a 501c3, and they are religious-based, they can do this.

Maybe. But every non-profit, religious or not, does this in some form that is within the law. It is instrumental to fulfilling their mission - no matter what that mission is.
