home breaking: Hiei is a hobo, so there is actually no home to break into.
stealing: Since he keeps all his possessions on his person and he's a thief himself, I'm going to say probably not.
spying: Sure.
shoot dog: Hiei wouldn't like it if Jack shot Kuwabara I mean he doesn't have a dog either.
violence: It would be fun for them to get in a fight, so I'll say that Jack can try to do any of those things listed up there and more.

home breaking: Only if it's also okay with Billy, Calvin and Harvey Dent.
stealing: Perry doesn't really have anything to steal, although if that changes then sure, go ahead.
spying: Go ahead, but odds are that Perry, being a secret agent type himself, will notice.
shoot the dog: Perry is the dog D:
violence: He can try, but Perry will totally fight back. FOR AMERICA.

steal their possessions: Yusuke doesn't have much stuff to take, really. Just a Japanese to English dictionary and some textbooks about learning English. So...if Jack Bauer wants them, I guess.
spy: Go for it.
shoot their dog: You leave Hiei alone! Uh. He doesn't have one.
violence: Go for it, just know that Yusuke won't be taking that sort of thing lying down. He only looks like a skinny teenager, he's got skills, man.
