Certainly. I always duplicate the first layer so that I have three, then I set one to Overlay, one to Screen and then create a new layer and fill that with colour #87ceff, set to Burn. I fiddle with the opacities of the layers until I like the balance of it, and then flatten the image. From there I desaturate the whole thing and tweak the contrast until I like it, then sharpen bits that I want clearer. It was a large pic to start with.
Did you want to know how the text is done too, or is it just the background?
