I dunno, it doesn't work as anything but a sequel but it is STILL BETTER!
And as for the unresolved issues, well, it would hurt not to have them fulfilled, but I've lived in Japan long enough and gotten used to the style of movies... Life is like that. Only Hollywood keeps feeding us a fantasy that all questions will be answered.

When Empire came it lots of people recognized it as a better movie than the original; sort of the classic "sequel is better than the first".
But Empire doesn't stand on its own - you know there's going to be a sequel. And it only makes sense if you've watched the first.
