When Bruce put Dick under the cowl during the Prodigal crossover it was explained as Bruce taking a "leave of absence" to build the satellite Batcaves around Gotham so he'd never be caught offguard and exhausted like happened during Knightfall. Granted, that reason wasn't given until the (I think) Bat-quake crossover. Before then it was just that Bruce was taking some time off with no explanation as to why.
