Given the inadequacy of the protection offered to the city by its police forces, I am surprised that a mercenary security force has not arisen. For a city that has suffered the rampages of monsters, gang warfare, and outright invasion, Domino's civilians demonstrate a strange amount of faith in their under-qualified guardians.

I think it's more that people don't trust mercs, no matter what's going on.

And what has led you to that conclusion?

Thinking about it. Even if they're well payed, some fairly unscrupulous people are gonna be mercs. Something about not being part of a uniformed state or country something is going to rub someone the wrong way.

Don't have anything against them m'self, of course.

Experience has led me to the conclusion that anyone still living in this city is mentally deranged, hence the odd leaps in logic.

Further experience has shown me that Police tend to catch up eventually, as they did in my previous home.

'Eventual' success is typically not enough to alleviate the concerns of a public the police are meant to protect. I am more inclined to agree with your first conclusion, however.

Cities like this one tend to become home to those who find ordinary stability 'boring', those with shady pasts or ulterior motives, the insane, and the bizarre outcasts of ordinary society.

There is also the possibility natives simply are not aware this isn't standard; researching the history of this city shows no shortage of bizarre developments.
