So one of my coworkers went to this inter-agency meeting today. Something about budgeting and grants administration and lowering the cost of overhead. Lots of folks from across the gov't were there. So one of Bush's advisors, some dude who was his roomie at Yale, old friend, etc. (I'll have to ask her what his name was) gets up and makes this
