My physics says "shopped!"-- all the launch energy is held in the elastic as it is being stretched, so those two must be the densest, strongest people on the face of the planet. Notice the cut around :23 when the camera just happens to end up pointing at the ground. I wasn't initially sure if it was digital trickery or a sudden swap with a dummy, but the active mid-air movements and the very unlikely trajectory (the band was stretched just below parallel yet the "guy" was launched at about 30 degrees) argue for digital.
My personal "dicking around with bungee" experience says that a heavy, floppy object in an impromptu sling would be much more likely to be rotated than launched even with enough power-- the cord wants to either pull the legs out from under the chair or flip him into a faceplant, unless you center it perfectly in a spot on the chair, and a spot from which it won't slip free while moving

...car alarm was another red flag to me, just because it was TOO movie-perfect. Got the feeling that if the camera had stayed on for another few seconds, we'd have seen a single burning wheel rolling out of the bushes where he landed.
