Well, I at least recognise the poem it's referencing, even if I haven't a clue about the actual clue!

Irritatingly, I can't remember the name of the chap, though I can remember snatches of his one on Voltaire. I can remember the name of the Welsh poet who wrote similar stuff, but not this one. Drat.

Wow!

I worked out what the first two words had to be (given the answers to the referenced clues), guessed at the third word, and then the poem rang a bell!
