[1] Hebrew sometimes uses repetition like that to indicate that each of a group gets one of whatever is repeated. It does feel redundant in English since there is also the "each" with the "tribe", but... *shrug*
[2] "pi" is literally "the mouth of" (not the lip) - smichut form of peh
