Abbraccio is our neighborhood place for things like this, at 47th & Baltimore. Restaurant, serves alcohol, has rooms for this sort of thing, hosts a lot of neighborhood functions, owner very in touch with pulse of West Philly and happy to serve as a meeting place. I don't personally like the food very much--it's Fried Things Bar and Pasta Bar, with marinara sauce on everything--but the appetizers and desserts and drinks are fine. I go for Quizzo on Sundays every now and again.
Oh, good thought! Excellent selection of tea (obviously), and I'm quite fond of their food (mostly a variety of Asian dishes). Their tofu, imho, is well-prepared. They do have a variety of rooms, upstairs and downstairs, separate but not completely sectioned-off.
