Eastern Oregon

So, I had to drive to Ontario, Oregon yesterday for a Department of Environmental Quality hearing today.  Where's Ontario, Oregon, you ask?  Its not the end of the world, but its close.  Ontario is on the eastern end of Oregon, just steps from the Idaho border.  About 380 miles from Portland.  What was the DEQ hearing about, you ask?  A septic

Is there some significance to the Far Eastern Oregon State Capital Building being an outhouse? That's the only building I know that has a crescent moon on the door... ?
