It's on old DOS error message. Since I don't see Clinton, McCain, or Giuliani as good choices, and given their histories, it seemed a good fit.

No, no I got the reference to the DOS error message, I just didn't see how it applied. Now I do, but of course explaining the joke slightly kills the humor.

Still, you get nerd cred for the DOS reference. :)
