My understanding is that in many countries, the horn substitutes for the brake.

I've driven in countries all around the world. Turkey is worse than this. The traffic makes Rome (not all of Italy, but Rome) a perpetual white knuckle experience.

But. . . Uz is right up there with the worst. They play chicken on a regular basis and because it's expected to play, I may actually be a danger when I yield. They drive on the wrong side of the road REGULARLY. They don't put on their headlights until full dark because they believe it drains the battery and reduces fuel consumption (no lie!) and they don't wear seat belts because to do so means you're insecure of your driving abilities.

And, as you say, they probably feel the car is undrivable if the horn is out.
