Of course, their stats on condoms might still be OK. For now.
And the FDA is the group that's responsible for setting the condom-testing standards that show them to be 99.9% effective when used properly, I suppose (or whatever it says on the actual condom boxes. I think that stat's "against pregnancy," but I'm pretty sure it's that on HIV/AIDS too).
This is an illustrated history of condoms! Among other things! ...from a UK-based AIDS charity. And here's a (pdf) really wishy-washy report from the NIH/HHS. I would say look abroad, though, and compare what you find in, say, British studies, to what the FDA says. Because they seem to be sliiiiightly less insane about sex over there. Or stuff from the WHO (here's one now!).

p.s. abstinence only education is ignorance only education. (i too have a beef of my own with sex ed programs...if i come across any good stats i'll let you know!)
