I feel that, as of late, there has been a distinct lack of control and order present in this city. The few villains we have here run wild in the streets on a near daily basis, taking and destroying whatever they want while supposedly "heroic" men such as Captain America do nothing but stand by and idly watch the proceedings.
This will happen no longer. Enough innocents have died.
The drama of these masses of teenage superheroes stumbling over themselves to get a handle on thins is growing as trite as it is repetitive and tiresome. Steps must be taken to reign in the superpowers present in this city before they destroy themselves, and I seek to rectify the mistakes of those who came before us as quickly and as painlessly as possible.
We cannot afford warnings. We cannot afford to draw lines between what must be done and what "should" be done

And here I was wondering if I was the only one who felt this way. The city is full of self-proclaimed heroes who do nothing except add to the confusion. And I don't think it's only the teenage ones.
But before I answer, I'd like some more details on exactly what it is you have in mind. Clear up any possible misconceptions right off the bat, although I think it's fairly clear of what purpose this 'alliance' would prove to serve.

Obviously, you have seen the state of city with your own eyes. These heroes -- these men and women who think themselves to be above what is happening around them, are slowly breaking apart whatever sembalance of control has been built before them. They whine and complain when the world does not hand them life on a platter, becoming involved only until such negative things interfere in their lives, and it time that someone taught them that this is not the way the world works.
You impressed me when we spoke the other day. I would appreciate any and all input you had in regards to what should be done to make this city work.

Often I find that the unenlightened, when they hear my speak of my philosophies, believe that I am advocating some sort of anarchy. Complete freedom. No accountability or responsibility. A lack of any form of control.
But that is not so. The market controls everything. It is everywhere. This Iron Man character who brought us here made a fatal misstep when he presented the choice as binary: choose to fight for him or choose to be outcast. Man does not like to choose servitude and when enough men reject it, the outcast becomes the majority once again.
My initial thought on the matter would be this. Do not strong arm the heroes. Do not attempt to bend them to a new order. They are paranoid and will to readily see this and resist instinctively, even when logic should dictate otherwise. Instead, let the market do your work for you. You must simply give them a better product and wait.

The metahuman population has hurt more than it has helped. While in our current state we can suppress common crime relatively easily, the crimes perpetrated by metahumans are considerably more dangerous, and our resources in containing them are limited and thus far proving insufficient, in addition to the fact tht housing non-methumans is a problem with the original jailing facility destroyed. Metahuman and vigilante force should supplement regular policework, not replace it entirely.
To make matters worse, the vigilante and criminal forces are constantly shifting and changing due to the teleportations in and out, making it hard to file everyone and maintain some semblance of order. In addition, it becomes harder to distinguish kidnapping or well-hidden killings from teleportations out without investigations we don't have time or resources for.
