I feel that, as of late, there has been a distinct lack of control and order present in this city. The few villains we have here run wild in the streets on a near daily basis, taking and destroying whatever they want while supposedly "heroic" men such as Captain America do nothing but stand by and idly watch the proceedings.
This will happen no longer. Enough innocents have died.
The drama of these masses of teenage superheroes stumbling over themselves to get a handle on thins is growing as trite as it is repetitive and tiresome. Steps must be taken to reign in the superpowers present in this city before they destroy themselves, and I seek to rectify the mistakes of those who came before us as quickly and as painlessly as possible.
We cannot afford warnings. We cannot afford to draw lines between what must be done and what "should" be done.

We are both aware of each others checkered pasts, and I am coming to you as an ally, believing that even you, a man who once called himself the Green Goblin, are capable of change in a direction past the length of your own nose.
And here I was wondering if I was the only one who felt this way. The city is full of self-proclaimed heroes who do nothing except add to the confusion. And I don't think it's only the teenage ones.
But before I answer, I'd like some more details on exactly what it is you have in mind. Clear up any possible misconceptions right off the bat, although I think it's fairly clear of what purpose this 'alliance' would prove to serve.
If you're thinking I want to register every air-breather in the city, you're wrong. I am not so naive to think that anyone in this world would sit peaceably by while we tried to recreate Tony Stark's second greatest folly for all to see.
No. I simply want for a way to make heroes accountable for their actions. There needs to be training. Cohesion. Not a minute goes by after a tragedy occurs that half the people on this network run around like headless chickens.
I have ideas, Norman; but, as you may have already figured out, what I see possible in this world is a very different thing from what the rest of your air-breather's seem to believe is "right" or "just"
No, Norman. More like Stark's idea for a Fifty-States Initiative -- older heroes teaching the newer breed how to behave in society while taking care of those around them at the same time in an effort to prevent disasters such as Stamford from happening.
With the right organization and leadership, I think some good could stand to come from this idea. As long as we keep the amateurs from stepping on the toes of real heroics any longer -- because it seems like just anyone is under the impression that they can throw on a pair of tights and fight Godzilla these days.
