The Governor-General is an appointed position, mostly ceremonial, representative of the Queen.
Her non-ceremonial duty, as a representative of the Queen, is to ensure that Parliament works.
On October 14th the highest authority of the land, the citizens of Canada, voted.
The Gov-Gen swore in the Prime Minister. At this point she decided this was our choice. Her evidence was the election results. There was no national uproar to suggest otherwise.
As a representative of the Queen, it would be scandalous for her to suggest she erred in her choice of PM.
From this point her duty is to the PM, to ensure his government works. When the PM asked for prorougement she allowed it. To deny him, would be tantamount to admitting her choice for PM given the evidence from Oct 14th was wrong.
