I understand what he means by harassement, and its SO much easier NOT to have to go through that. But truthfully Im shocked that they dont. Ive used my passport to cross boarders at least 15 times and you wouldnt know I did ANY traveling by looking at my passports. It would also help keep track of stolen passports. "if it was last stamped in Egypt from Cambodia, then how is it your in Romania trying to get into Slovakia". It would raise uncomfortable questions, make getting through to customs a lot more difficult, and generally be a bloody neusance, but I can understand making it manditory even for citizens.

Isn't there a difference between permanent residency and being a Canadian citizen who holds a passport? Just wondering how a non-Citizen would get a Canadian passport anyway... Maybe I missed something or am simply confusing the topic.

There is difference. One, legally admitted as permanent resident to Canada can apply for Canadian citizenship after spending three years on Canadian soil.

To enter Canada, Permanent Resident has to show his PR card *and* passport (obviously - non-Canadian one - passport of the country where he/she is originally from).
