Why should we resign ourselves to the less than acceptable living conditions here? There are certainly materials enough to improve the cabins if only we reach out and make use of them

The director of this camp clearly has phenomenal power. Given how much she seems to enjoy humiliating us, I highly doubt that she is going to allow any attempts at renovation to succeed.

While she is indeed powerful she does allow the residents a surprising amount of freedom. While I'm sure some of the projects will be stopped multiple projects will increase the chances of a few slipping under her radar.

That is also the idea behind starting small. If the simple renovations are allowed to proceed unmolested we can move onto more ambitious projects until we find out where the limits are.
