Can someone explain to me this whole tattoo business? It looks like I came in on the tail-end of it, but I still don't understand what was going on, aside from people sleeping a lot.

The tattoo were a side effect of a curse. The curse caused a significant proportion of the population to suffer recurrent nightmares.
