What is their heart like? Daedalus has a heart which is in slow recovery from a very dark period which brought him to madness and negligent destructiveness, prior to his arrival in Siren's Port. He's stabilized since, but...has some bad coping mechanisms which leave for a lot of 'darkness buildup'.
Generally he's the sort of person who is very determinedly mind over emotion, so he's...somewhat disconnect with his heart, most of the time.
He tries to be self-denying and giving, compassionate, and so that would suggest that he radiates light. However, that self-neglect does leave some some buildup of selfishness, jealousy, some deep insecurities, a lot of intellectual pride and emotional isolation. Most of the time he lets that go, releases that darkness once he's self aware of it, but...most of the time he's tucking it out of mind and staying balanced.
Can Xehanort address this at some point in time? Sure

What is their heart like? Light at its core, but getting increasingly dark. He has good intentions but he's a killer by profession, not to mention someone who's motivated by revenge, and as the world keeps tearing him down whenever he tries to do things the "right" way he's getting more fatalistic and (self-)destructive. Probably not-so-coincidentally, his chakra and techniques also rely on a balance of Light and Dark, as his Shadow Technique is fueled by Dark chakra but relies on a light source... literally.
Can Xehanort address this at some point in time? Yes.
Can he manipulate your character's feelings? Yes, but as he's been trained for such situations, he might put up some resistance.
Can he manipulate your character's actions? This sounds... almost exactly like his own technique. In which case I'm not sure but I think he might also be able to resist?

What Xehanort does with darkness is pretty much this (as used by another party); it involves manipulating what is within a person, rather than puppeting their bodies physically. So the more darkness a person has in their heart, the easier it is to do what basically amounts to a kind of mind control.

What is their heart like? It doesn't get any darker than this. He's committed every sin up to and including genocide. Hatred is his destiny, he would say.

What is their heart like? Like everyone else - a mixture of darkness and light. He has at his core a strong core of loyalty to law, to justice, and to the well-being of others. He is a surpassingly honest man. But he has a very dark history - he spent some fifteen years bent on revenge, stewing in his own hatred and bitterness and self-loathing, working against justice and hating himself all the more for it. He's a lot better now than he used to be, but he's still prone to hatred and anger and self-doubt and more than anything else depression. He's good, but he's quite damaged.
Can Xehanort address this at some point in time? Absolutely.
Can he manipulate your character's feelings? Yes, he can. This would be easy.
Can he manipulate your character's actions? Yes, but less easily. He's stubborn, and his code of values is strong.
