It's mentioned in the previous advent-admin post that you can keep requesting the same fandom "if you really want to see it, it's not a crossover, I haven't done it yet, and I haven't directly said "no, I will not write that.""
Also from the very first suggestion-post: "I will not duplicate fandoms if I can possibly avoid it."
So, no. One fic per fandom.

2. While I cannot speak for anyone else, when I 'second' a suggestion, it is more so that the person who suggests it knows that someone else believes it's a good idea, regardless of whether or not it is chosen.

1. How do you feel about people who comment to suggest a fandom without commenting on that day's story?
I often skip over the fandoms which I have zero familiarity with, and then don't comment on those posts that day, because of my perception that it's rude to comment just to suggest fandoms for the next day's advent.
But if you welcome such posts, I'd start doing it, because I always have suggestions :-)
