OKAY this I can talk about tl;dr style.

Hijikata respects Kondo too much to just... make a move on him. Their relationship isn't like that, and that's not how he is. So even if Kondo was SMOKING HOT he'd still leave it up to her to tell him if that's what she wanted. If it were a yes, then of course, and he'd PUT HIS ALL INTO IT!!! but at the same time, he wouldn't want things to get... weird or awkward after. The Shinsengumi's stability and pride is very important to him.

Deneb thinks Chitose is a really kind man, with such an amazing costume collection. He honestly wants to be good friends with him, because he feels no malice and only 100% sunshine coming from Chitose, and that meshes well with his own disposition. Basically, he'd be happy to wear cutesy costumes with Chitose forever and talk over a glass of lemonade. (How wholesome!)

I KEEP GETTING ASKED THIS LMFAO. YES, HE'S GONNA GO HOBO. He was hobochild for like two weeks. He's recovering from that then he'll be a hobo again while he finishes construction on the addition to the Candy Shack. OVERALL canon kind of seems to indicate that he sticks to one form for long periods of time, which makes sense...otherwise how would he complete jobs, or make friends in the nobility, if he was running back and forth all the time? I might be pulling that from the anime, I forget if the manga has the same line about "going back to this life for a while", but that's my story and I'm sticking to it! Also he will probably never be filthy disgusting hobo again so long as he's living in the Candy Shack. I bet anything Wanko makes him shower every night. :( So just a gross hobo.

tl;dr he will come back! It's just not like he's going to switch back and forth every week. It depends on how he feels, what's going on lately, etc.
