They simply say that they are aware of the responses but still feel this is the best path. Their standard line is that too many cases are being litigated and that litigation merely increases acrimony -- when in actual fact, the vast majority of people settle family disputes without going near a court at all, those few cases that get to court need to be there, and once there, lawyers help things to settle as early as possible. Either the government is ignorant/misinformed about the way the family justice system actually works, or this is part of an overall ideology of shrinking the social welfare state. In light of other cuts, I'd be inclined to say the latter.
