If you are not busy, then - providing that your supervisor isn't overloaded with stuff that they would like to give to you to do if they knew you weren't busy - they would pretend you just to look busy and don't really care as long as they don't have to be involved in this pretence.
This is because of 'empire building' - people base their position in the company on having staff and how many staff they have. They do not want anyone to know that their staff aren't busy as someone might take their staff away. So, as long as you aren't blatantly not doing your work & the work that there is gets done, they are generally quite happy!

I've occasionally have brought a book with me to work so I could read during my lunch period, but it's usually impossible, because I get in there at the same time as those workers who can't stand silence and who talk nonstop even if you make it plainly clear you don't want to converse with them (this reinforced heavily by the tome I have in front of my face, which they obviously ignore).
Re: no work. Yeah, agreedc. It's been dead at the zoo this past week because of the cool weather. And I've been literally sitting around and reading my book while ON duty, for hours on end. I feel a bit guilty, but hey, if no customers are here for me to serve, then what am I supposed to do?
