That depends on what cover you need. I've been told that many US medical plans will cover treatment in other countries; if you've got such a plan then you probably don't need cover for medical care. We're relatively benign when it comes to lawsuits so you can probably survive without liability insurance. Personal possessions and travel-related disasters are the other things normally covered by travel insurance so you need to think how much you'd be out of pocket for uninsured losses for these ( ... )

Emergency room care is free in the UK, no matter which country you reside.

I bought traveler's insurance when I booked my vacation package (through Travelocity, though), and it only cost me about $35 (but that was just for the trip, it wasn't an annual fee). I would get it because not only does it cover medical expenses, but also provides reimbursement should your luggage get lost or if your flight has to be cancelled for whatever reason.

If you're getting it just for health insurance I would check with your health insurance company first. Almost all plans with the exception of Medicaid will cover you overseas.

Do get travel insurance - while an ER (called A&E or Casualty) will treat you, you could be liable for any ongoing care, not to mention getting yourself back to the US, your luggage, costs of getting a replacement passport if stolen, staying in a hotel if delayed, etc, etc.

$135 sounds a bit high for 14 days, though.
