Never thought of Gordon as being morally ambiguous and that seems to be how they have Ben playing him.

I really like the premise, I'm eager to see how it turns out. If Gotham is as crime-infested enough to need Batman, I think it's awesome to see it slowly deteriorate to the point that it needs bat-intervention.
