I love tulips! Squirrels have not eaten mine (which are pretty much done - you must be further north) - but, some little bugger (and I'm guessing it's of the squirrel variety) is having a heyday in the planter I put lettuce in. *Growl*
Bloodmeal on tulips seems to keep the squirrels away. You have to put it on when the tulips first come up and then directly on top of the buds just before they're going to open. Reapply after a rain.
I'm not sure it would work for lettuce. Supposedly it smells bad to the squirrels.
