This is based on my sister. Her tattoo amuses me, it is on her hip and it is supposed to be a mushroom, but it looks more like a potato on a stick.

My parents reacted by not letting her go over to that friend's house anymore.

It is normally covered by clothes. I've only seen it once and it made me lol, so she won't show it to me again.

Take him to be tested for hepatitis, HIV and any other blood-borne disease he might have been exposed to.

Yeah this. Sweet Jesus I would freak. I would freak out more since it was done by another minor and in an unclean environment...if they had gone to a reputable shop (though what reputable shop would tattoo a 16 year old...) they would at least be sanitary. They wouldn't be able to see that friend and they would be grounded for X amount of time.

I would be concerned for while about where my child was and who with, as I've apparently been too trusting.

I would do testing for any blood-borne diseases.

If I could afford it, I would offer tattoo removal. My child could pay me back eventually.

For my kid, the tattoo would probably be the punishment. For the brother and his parents, well the lawsuit would handle that.

Why would you go on a lawsuit route when it was your child who made the decision to be a dumbass?

M child is underage and the parents of the brother failed to supervise. There are plenty of dumbasses here.

Well I'm going to tell my kid that if she desperately wants a tattoo, I'll pay for it myself on her 18th birthday at a proper tattoo place. If she can't wait two years to get one done and winds up with a crap tattoo, I'll laugh. And then tell her to make a doctor's appointment to see if she can get blood tests done on the NHS. The crap tattoo will be punishment enough, rather like that idiot chick that claimed to fall asleep and now has to live with 53 stars on her face.
