Yes, that's exactly it. Of course, hockey also tends to be very low scoring, but at least it's exciting to watch.

My brother is a soccer fan, and when I called him a few days ago to discuss the time of my visit (I haven't been to my home town for almost a year now), he said I should wait till July because of this world championship - he'll be 'out of life' till it's over. :) Soccer is probably the most popular sport here.

And in Argentina, it's an art, along with the Tango.
