Ten game suspension for a pitch getting away from you? That's a bit harsh. The only way that makes sense is if the league's decided they don't want officials saddled with arguments over intent.

The bit about 'to pitch at a batter's head...' is quoted from the current rulebook. I don't have a problem with a 10 game suspension for 'unsportsmanlike and highly dangerous' conduct.
Ten games is the minimum length of suspension to have any teeth for pitchers that usually start. It's the repeat offender bit that I'll admit is a bit harsh.
Note that when Kyle Farnsworth was suspended earlier this year, he was essentially convicted on the grounds laid out in this proposed rule.
