The Doctor does not believe in making plans. He just sort of decides he wants to do something and then does it - if he happens to inform people of it, they're lucky. Hey, ghosts, possibly something to do with the Rift... sounds like something right up his alley, though if it has anything to do with Cybermen, he is going to be less than amused

"Thinking" is actually not the best word to describe what he's been doing. He's been re-examining almost everything he knows, from this universe, others he's seen, his own, regarding the Academy and its interaction with Gallifreyan society, with two young Time Lords in particular. He's startled by the Doctor's sudden entry - his own, generally, one can generally hear coming, and has the good grace not to interrupt a meditation period.
So he's startled when the Doctor comes in, and actually shows it, for a second. When the second's over, though, the surprise is gone from his expression, and he stands from his chair with all the poise of an Advisor to the Senate of Gallifrey.
"I wasn't expecting you so immediately," he remarks, folding his hands into his sleeves. He may look strange, wandering around Chicago in the summer wearing a polar fleece sweater, but it's comfortable. The notion of short sleeves is a foreign one. "I have nothing to prepare before leaving."
That's a yes.
