The Doctor does not believe in making plans. He just sort of decides he wants to do something and then does it - if he happens to inform people of it, they're lucky. Hey, ghosts, possibly something to do with the Rift... sounds like something right up his alley, though if it has anything to do with Cybermen, he is going to be less than amused.
But when you take into account the Doctor's general inability to plan (or at least, let people know of his plans beforehand), it shouldn't be at all surprising that he waltzes into the Conrad, locates the Vesmier's room, and rather than actually knocking, just opens the door with his sonic screwdriver and bounces in.
"Ready to go?" Advance warning? What nonsense is this?
