sounds like a nice set-up. i'm not sure about the vicks stuff, but when i think about it, i can't see why it wouldn't have seeped in, unless the tank is covered. not sure whether or not your filter would filter it out, though. is it charcoal activated?
i also wonder about what you feed him and how often. if you've had him a long time, and if this is the first time he's acted like this.
if the move to the small tank was a recent one, i would have to wonder if you used the same filter medium, or if you've had to set up an entirely new filter cycle. if the latter, i would wonder if the ammonium is kicking his ass. (if it's ammonia/-um, keep an eye out for any new redness in his coloring, around his gills or elsewhere, which indicates internal bleeding, i think).
if you're beginning anew with the filter/nitrogen cycle, you'll probably want to perform frequent large partial water changes as if you had no filter at all.
